		<description>The very bottom of the real estate market is 100 percent occupancy. Prices do not return until inventory deminishes. The slow rebound  is a lack of financing, damaged credit and loss of equity due to excessive inventory and a home retention system that is slow and uninformative. Easy financing got us into this mess and easy refinance is what will get us out.. The solution lies refinancing the glut of forclosures at rates people can afford to reduce inventory. One idea that may work is for the banks to send new statements of interem refinance via certified mail directly to the borrower. If they do not make that payment then foreclose. Forclosure is not profitable for fannie ma and freddie mac.  </description>
