If you are looking to move to a safe and non volitile community where property appreciation is going to be modest and safe, these communities according to the PMI Institute are positioned to be your best bet. They have determined that these communities have the least risk to mortgage failure and foreclosure.

The PMI group underwrites Private Mortgage Insurance and their goal is to have the mortgages written have the least amount of risk in them. They want to maximize their revenue as much as we all do. So their goal is see the regions of the country where mortgage risk is the greatest and the lowest.
