Subsidizing Housing For Sex Offenders in New York City
This is a problem that faces landlords all over the country. How to handle a tenant on the sex offender registry.
The City of New York has an out though, they have a firm rule that housing for those who are on the sexual offender registry. They can not rent.
But as with any large bureaucracy, the slow and laborious process failed to do its job and now their are 112 sexual offenders living subsidized housing in New York City. The failure to catch this situation provides a two fold failure of the system. First, by missing these people you are placing their neighbors in jeopardy of a sexual attack, not to mention the future liability to the city. And you are also denying someone who is worthy of living in the housing from the opportunity.
Screening for these apartments takes months, it is a shame that the city will not do the job it is tasked with doing.
“I was obviously surprised and disappointed when this week we discovered there are over 100 sex offenders living illegally in public housing right now,” Mr. Gioia said in a telephone interview yesterday. “It’s illegal, it’s against federal law, it’s against city policy, and it’s simply wrong to have taxpayers subsidizing pedophiles and rapists in public housing.”
Federal law requires public housing authorities to reject any applicants who are on a lifetime sex offender registry. Residents of the city’s public housing pay a fraction of market rate rents. via The New York Sun.

It is very sad to see these false perceptions of who the majority of people who have found themselves having to register as sex offenders really are.
Media and politicians get votes by promising to make communities safer. In the process, the public is less secure and more frightened than ever.
The average offender on the sex offender registry is a first time offender, not a violent rapist, not a serial pedophile. Overwhelming, the victim knew the offender – usually a family member or close friend.
In many of the rest of the cases, the sex offender is guilty of viewing pornographic images of young people, usually of eastern European origin.
Most sex offenders pose little risk to their neighbors – certainly far less risk than the drug dealers and gang bangers.
Most sex offenders are not predatory, most have remorse, most have been so humiliated by the system and are on weekly visits with probation as well as treatment programs. These are mandatory for all sex offenders in NYC.
I hope people in general can stop with the panic.
Granted there are a small percentage of serial and violent criminals – who really need to be behind bars. But, the VAST majority of the folks caught in this net pose no danger to the public at large.

I Agree full with whats said above I am a reg Sex offender an did not do what i was accused of an this happen over ten years ago with my case an they have me as a level 3 an I am terminal ill an very much in need of subsidizes housing common sense should tell you its alot easy for the police to keep track of a sex offender that is danger to others bye keeping them in housing an let other know were they live not to harrest them even those you might be anger with them type of people that do need help.. but the sex offender laws the way the stand now only hurt others that have medical issues as well an need there house back… please anyone reading this please vote to change the current laws now an undo the wrong now an are current laws to keep everyone no matter what past crime one has commented everyone should still have the right to have a safe place to live an be able to afford…peace be with you all

how come everytime an article like this comes out, nobody that is a non-sex offender writes back? am I the first? My partner has been in FCI for almost five years and he is really worried about where he can live or work. As in the two letters above, i will re-iterate that most of these “sex offenders” are first time offenders and it was because of the “work” of Chris Hansen that many of them are in prison. And the porno thing is true – most of the porno is circulated by the FBI and is over 20 years old – just to use in stings against men (but some women are in prison for this, too) – my partner was a sting case, also. Housing for Sex Offenders is a wonderful opportunity for these men (and women) to feel a little bit better about themselves – they have already done their time (punishment) and it is just like our “free” country to harrass them the rest of their lives. In England there is much less of a fuss over porno. the man that wrote and produced the song History of Rock and Roll part 1 was arrested for images on his computer and he had to stay in prison a whole SIX MONTHs. what a difference from here where one expects 6-10 years for possession of images that are over 10 years old that were received from the FBI posing as a “friend.”

I am not a sex offender but I have a grandson who is. The laws as I see it are not fair to the sex offenders who are not a threat to society, the ones with minor offenses but who must bear the brunt of the heavier crime. What can we do to change this law? Someone has to come up front and make a stand, petition, do what ever it is necessary to do this. Any suggestions?

You can not prove the sex offender registry has keep one child safe yet we can prove the sex offender registry is in direct relationship to the death of innocent people, putting us to mind of scenes from Casablanca
People who are so obsessed with any sex they can find/unearth & the only way to deal with this kind of “hierarchy” of historic hysteria. A word taken from hysterectomy, hysteria is tied to castration used to make animals less threatening which clearly explains the atmosphere we have made for ourselves.
Anyway we are supposed to be an advanced nation and we still have a death penalty when the rest of the world except for some nations we are still warring with/selling weapons too. Our weapons dealers/torture lovers delighting in support for the death of people they don’t know or want to simply because they don’t know how to get money for telling them how to live or taking it from someone by force. Is that supposed to include mutilations? In my humble opinion that alone is a terrorist activity as much as severed hands, ears, heads, or making a case with nothing more than an obsession justified by a self inflicted wound?
People the worthlessness of the use of it and Pink Triangles has been proved so many times. The Jim Crow hanging laws that brought disgrace to our nation allowing thieves and murderous societal bigots to trash any shot at making good of a program in its design to make money destroying our nation and its people. Using this as a behavior model is backward because we are compounding the problem since the numbers are increasing to include the children they purport to protect. The idea brought us the Nerunburg trials and now America wants to upgrade the concept after fighting to protect against it? Turn ON to History channel and turn on your captions now that they are having those old speeches captioned Hitler gave. It started w/a registry, shut it down now and watch what really pops up, after court reform.

I have a son who is currently in prison and will be a registered sex offender the rest of his life. His crime was internet porno – he is not a rapist or a pedophile.
Can anyone give me the address of an apartment in or near Manhattan where he might be able to live – subsidized or not. I am trying to help him locate a place to live when he is released. He wants to return to NYC and I live in FL so any help you can give me will be appreciated.
