		<description>It sounds to me like he is saying the decline in HOUSING STARTS should turn around. That has NOTHING to do with prices stabilizing. In fact, if you look back to 1990-1991 you see the starts bottoming but prices did not start back up until 1995-1996. That is a huge time lag...</description>
