		<description>Regardless of whether or not it&#039;s ethical, at least it shows they think their city is a good investment. Maybe the country&#039;s current financial crisis could have been avoided if CEOs of the financial firms had  been required to invest their personal money in the equities and debt their companies were purchasing.</description>

		<description>That is absolutely a conflict.  Whether it is technically illegal or not is not the issue.  It is the appearance that is the issue and should be avoided.</description>

I do believe, however, that politically - this might be a dangerous thing for them to do. It might not be taken well by the voters, who will ultimately decide whether or not this was a good idea.</description>
