I think, it is a responsibility of every pet owner to find a new home for their pet, in case they are not more able to care of it. There is no excuse for leaving a pet to fend for itself, because domesticate dogs and cats cannot find food or water. The last option is to contact animal rescue organizations, which is still better than leaving the animal on the street.
