The Economist does a yearly survey of the most livable cities in the world. They take into account “low crime, little threat from instability or terrorism and a highly developed transport and communications infrastructure” as the key criteria. Larger cities that have the risk of terrorism and high traffic density tend to fair worse off than the winner Vancouver which has a low population, low crime, and good transportation infrastructure. Since Vancouver got rid of Todd Bertuzzi the city reclaimed it’s top position.
The top list very favorable to Canadian and Australian cities.

Thus the most liveable cities in the US are summarilly eliminated from consideration.
Interesting, four out of ten cities are in Australia.
